I need to be clarified before I submit this as a bug report. Here's the situation. I had a habitat orbiting my colony, so obviously I couldn't build the ring. So I destroyed it with my colossus. I still cannot build it. There are habitats orbiting other planets within the same system. If this is not a bug, and the requirement for an orbital ring is that there's not a single megastructure, not even a habitat, then I would just have to say orbital rings aren't worth it. The problem comes down to mistakenly building a habitat in the same system as where a orbital ring could be, or any other megastructures that CANNOT BE REMOVED.
If this indeed a bug, then I shall submit a report as such.

I believe this is a long-standing issue where if a megastructure is destroyed by a colossus, it remains where it is for most purposes despite being unusable. I'm pretty sure before this update if you try to build a habitat where a previous habitat was destroyed, you'd get the same message.

It would be nice if there was a decision to "decommission" a habitat, so you can use the space again.

It's a really stupid bug, too. The code just checks for a "planet" (in the code, everything from stars to asteroids is a "planet") flag, "has_megastructure". They just forget to remove that flag when a megastructure is removed/destroyed.
If you edit the save file, it's easy to fix.

i dont see why a planet can not have a orbital ring and have a habitat floating above it. they should allow that

Logically speaking, a habitat wouldn't be built over a planet anyway. They should be constructed at one of the system's Lagrange points, where the gravitational pull of several of the system's bodies cancel each other out so station keeping can be achieved with relatively little corrective thrust.

The data structures of the game allow for a slot to build something over a planet, but not 2 somethings. There could just as well be 2 habitats or 6 habitats per planet if you want to add more stuff.

You can get rid of it with console commands if you're able to use them.
- Type: debugtooltip
- Hover over the planet/star that you want to be able to build a megastructure again and notice the ID.
- Type: clearflag planet has_megastructure ID
- (Type debugtooltip again to make the info text go away)

More than a year later and it is still an issue. Are they ever going to fix it?

Its probably the exact same issue that also happens if orbital get removed by the crisis or through unclear ownership in tptal wars (orbitals are always the last ones to switch and if the habitat ownership of ur ally switches to u, because u conquered the starbase it deletes the orbitals which until then still belonged the genocidal enemy).
There is a megastructure flag on these planetary bodies and it doesnt get properly removed if the megastructure is removed in a nonstandard way.
